POSITION DESCRIPTION
($10.74 - $13.71) 36 hour work week M-Th
Title: Housing Program Assistanft II
Supervisor: Executive Director
Duties and Responsibilities:
Responsible for providing assistance to the Executive Director in the day-to-day activities of the Mid-Columbia Housing Authority’s affordable housing programs.
Examples of Duties:
- Answers multi-line telephone, directs calls and answers questions about program activities.
- Processes applications and determines eligibility according to funding requirements for each affordable housing property.
- Selects families from waiting list in accordance with administrative plan and program guidelines.
- Maintains waiting list for affordable housing projects.
- Assists in the preparation of various leasing documents including contracts, leases, and amendments.
- Reconciles bank statement and prepares reports.
- Assembles paperwork/information in the tenant files.
- Enters applicant and tenant data into the computer system.
- Maintains filing system and scans documents into computer
- Sends out rent notices, late rent notices
- Records rent receipts
- Advices Property Manager of late rent
- Prepares monthly rent roll - i.e., current list of all tenants in self managed properties
- Makes bank deposits
- Assists with accounts payable
- Assists in the preparation, mailing or posting of Board packets
- Records Board meetings and prepares Board minutes for review
- Maintains official board minute book
- Maintain up to date information for web site
- Types various reports and correspondence.
- Maintains files for tenant records.
- Performs other related clerical and administrative duties as assigned.
- Performs any combination of following calculating, posting, and verifying duties to obtain financial data for use in maintaining accounting records: Compiles and sorts documents, such as invoices and checks, substantiating business transactions.

Qualifications and Knowledge:
- High School diploma, including or supplemented by courses in business, accounting, communication, and at least one year of experience in an office setting using a personal computer or any equivalent combination of education and experience.
- Considerable knowledge of general office, clerical and secretarial practices and procedures, business English, spelling, and punctuation,
- Ability to establish and maintain effective working relationships with other employees, residents, and representatives of public and private social welfare agencies.
- Ability to communicate effectively orally and in writing.
- Proficient in Microsoft Office or equivalent word processing and spreadsheet programs
- Proficient in data base software for Property Management or ability to learn the data base program.
- Ability to operate common office business machines such as 10 key, copier, scanner, fax.
- Good skills in written correspondence (i.e. letters, memos, etc.).
- Eligible for bonding.
- Valid driver’s license for limited driving that may be required.
- Eligible for coverage under Agency fleet auto insurance.
Supervision Received and Given:
The employee receives direct oral and written directions from the Executive Director or her designee. Methods of accomplishing work are generally at the discretion of the employee and employee may determine priorities within established deadlines. The employee keeps the supervisor informed of work progress and work is reviewed periodically by the supervisor. The employee has no supervisory duties.
Guidelines:
The employee performs routine duties by established Agency policies and procedures and other guidelines such as USDA Rural Development, HOME Tenant Based Rental Assistance, HUD regulations. The guidelines cover most job-related situations, but the employee may occasionally be required to use independent judgment in making decisions.
